The Evaluation and Improvement of the Waste Container Collection and Recycling System Project

The Project period was from Jan 15 2014 to Dec 31 2014. The main purposes were to assist the chain restaurant to set up collection points to extend collection paths, revise the collection and recycling regulation for waste containers, also hold the collection activities for waste pesticide containers, and calculate the carbon footprint of the waste container. For assisting chain restaurants to set up collection points, the project proposed to extend the regulated targets within “The Regulation for the Collection Installation Specification of the Chain Restaurant” including the fast food restaurant, buffet restaurant, breakfast restaurant, and food stand. Two restaurants had been assisted to set up collection equipment, post the collection label, maintain the collection paths for the disposable tableware and print the posters of disposable tableware collection for the restaurant and EPB use. Besides, based on the suggestions from inspection committees of the auditing and certification organization, the field inspections of waste containers collection and recycling entities, and the interview results of the auditing and certification organization within recent 2 years, the project investigate and plan the revise suggestions for related regulations. Also hold up a regulation revising session for reference. Total 20 collection activities (about 62 points) of waste pesticide containers were hold during the project time. The total weight of waste pesticide containers collected was 4,635.2 kg. In order to raise the collection efficiency, the farmer organization, agricultural group and the municipal EPB were invited together to hold up 5 collection campaigns for waste pesticide containers. The carbon footprints of recyclable materials including glass, aluminum, PS and PP had been calculated after auditing 16 recycling entities. The carbon footprint of glass was 115.94 kgCO2e/kg, aluminum was 1,232.37 kgCO2e/kg, PP was 348.08 kgCO2e/kg, PS was 660.73 kgCO2e/kg, and the waste paper container was 357.94 kgCO2e/kg. With the field auditing results, these coefficients had been examined through data quality inspection and the outcomes were all “high quality”.
